It is on the second stage-on how to advance along the way of holiness and to tr. The author is indeed a Christian, writing to believers, but the focus is not on how to become believers. The interest is in the fruits, not the roots. Gospel, redemption, incarnation, and resurrection are not mentioned. The life to which the epistle exhorts is that of a profoundly pious Jew who is fulfilling the law in every regard. Except for two or three references to Christ, it would fit rather well in the OT.
